February 2, 2023 The Hindu Population, Demography, Delayed CENSUS - 2021 In an indication that the Census exercise meant to be conducted in 2021, but delayed because of the COVID 19 pandemic, may get delayed further. The Union budget allocation under the Census Survey and Statistics head has been slashed to ₹1,565 crore this year, from the ₹3.676 crores in 2022-23. As per the latest PTI report (on January 07, 2023), census enumeration remains postponed till September 30, 2023. The date of freezing administrative boundaries for the enumeration has been extended till June 30 and census can be conducted only 3 months after the freezing of the boundary limits. It is the first census of India that is expected to be digitalized, where the data will be collected through a mobile app. Also, facility for self-enumeration will be available.

Along with this, the Chief Minister has also commenced classes for BSc nursing. Indira Gandhi Medical College & Hospital, Shimla, and Dr.Rajendra Prasad Govt Medical College & Hospital, Tanda, are two of the main government hospitals in the state of Himachal Pradesh. Setting up a Centre of Excellence is a component of the Manpower development under the National Mental Health Program to enhance training and develop infrastructure. The institute was provided funds from the Union during 2016-17 for the development of the same.

Content Editor: Dr. Shubham May 30, 2024 Journal of the Association of Physicians of India (JAPI) Air Pollution, Diabetes Mellitus The winter months are the most polluted times of the year in India, with some Indian towns being among the most polluted worldwide. The primary sources of air pollution in urban areas are motor cars, industrial plants, and construction activities. In rural regions, the primary source is the combustion of biomass. Due to the prevailing wind patterns, pollution can easily migrate from rural to urban areas and vice versa. The negative consequences of unclean air primarily affect the respiratory system, but recent research indicates that the impacts extend far beyond the lungs. Numerous US and European studies have shown a clear connection between type 2 diabetes and air pollution. Furthermore, a systematic review and meta-analysis of 13 studies from these nations revealed that risk was highly related to females and increased by 8–10% for every 10 μg/m increase in exposure. Research conducted in developing nations like China and India, where the air quality is far worse than in developed nations, has linked diabetes to an increased risk of complications and fatalities from baseline. After learning that there is a connection between diabetes and air pollution, efforts should be made to reduce air pollution at the source. Establishment of state-wide surveillance systems for monitoring data related to climate-sensitive diseases, subsequently developing Early Warning Signs (EWS). Facilitate coordination among the departments involved with the three components of One Health, along with forest and disaster management. Capacity building of the involved staff.     ESIC launches Schemes to Promote Registration of Employers/Employees at Shimla ESIC launches Schemes to Promote Registration of Employers/Employees at Shimla Content Editor: Dr. Shubham July 14, 2025 Press Information Bureau ESIC, SPREE Scheme, social welfare schemes Dr. Mansukh Mandaviya Chaired the 196th ESIC Meeting at Shimla To encourage voluntary registration of unregistered employers and excluded personnel, including contractual labour, the SPREE Scheme (July–Dec 2025) was revived. To provide full-spectrum services (OPD to emergency) in underprivileged areas, the Pilot Project with Charitable Hospitals was authorised. The Amnesty Scheme (October 2025–September 2026) encourages voluntary compliance by giving regional directors the authority to remove some old or concluded cases within a one-time dispute settlement window. To facilitate compliance and reduce litigation, a flat 1% monthly rate was substituted for the complex framework of the graded penalty structure. In order to encourage comprehensive and preventative treatment, the AYUSH Policy (2023) was updated to formally incorporate Ayurveda, Yoga, Unani, Siddha, and homeopathy into ESIC services. To improve wellness options, the chair authorised the hiring of yoga therapists and panchakarma attendants . Under RGSKY (Rajiv Gandhi Shramik Kalyan Yojna) , the Director General is permitted to prolong the employment loss benefit application time beyond 12 months on an individual basis. These policies aim to reduce regulatory burdens , promote formalisation and compliance , enhance healthcare access (including alternative systems), and expand coverage.

Innovations included Google Maps tracking in Uttar Pradesh, sanitary marts in Mahoba, and LED awareness vehicles in Jammu & Kashmir. Over 750 pink toilets were built in Rajasthan, linking sanitation to dignity and equality. Between 2010 and 2021, new HIV infections dropped from 2.1 million to 1.7 million, and AIDS-related deaths decreased from 1.2 million to 718,000. Sub-Saharan Africa leads this progress, achieving a 60% reduction in lifetime HIV acquisition risk since 1995 and significantly decreasing the population without viral suppression. However, regions like Central and Eastern Europe and Central Asia face rising infection rates and gaps in viral control. The study predicts HIV cases will peak at 44.4 million by 2039 before a gradual decline. Researchers stress the need for expanded access to antiretroviral therapy, enhanced prevention strategies, and strengthened global programs like PEPFAR.
