The governments have made Statewide Heat Action Plans (HAPs) specific to districts to alleviate the impact of the ongoing heat waves.
However, a report by the Centre for Policy Research shows that these HAPs are often not implemented at the level of cities.
This leads to an inability to manage local and context-specific challenges, leaving marginalized populations vulnerable.
As gig workers are termed as partners by their employers, they can’t be monitored by the Ministry of Labour.
Thus, they have no grievance redressal system to raise complaints.
The environmental activists point out that HAPs don’t offer long-term solutions.
Hence, the Government must plan strategies to help the vulnerable populations.
