In view of the extreme weather conditions, including heavy rainfall, floods, and heat waves across cities in India, the Lok Sabha has approved the plan to develop an Urban Disaster Management Authority (UDMA) in cities with municipal corporations and capital cities across India.
The proposed plan is to develop a three-tier system of Disaster Management:
The National Disaster Management Authority at the national level
The State Disaster Management Authority at the state level
The Urban Disaster Management Authority at the city level.
The municipal commissioner will be heading the UDMA with the responsibility of preparing and implementing plans.
This step is intended to avoid multiple district level plans in the same city while developing a city level plan for mitigation and preparedness for disasters that are impending threats to the city.
The bill also directs the development of the State Disaster Response Force, as the Disaster Management Act currently provides for a National State Disaster Response Force to respond to natural and man-made disasters.
