Two districts in two provinces were involved.
The Cross-sectional research included four phases.
In phase 1, data was collected from professional nurses and healthcare users.
In Phase 2, information was collected from a nominal group of national health directors.
Development of a strategic action plan in Phase Three based on previous phases, systems model, and literature control.
